Stimulus/Recovery Act Resources New The Strengthening Communities Fund will make $50 million in Recovery Act funding available to help communities severely affected by the economic downturn. Partnering with private and public organizations, HHS will provide one-time, two year grants. The focus of this program is to build the capacity of nonprofit organizations, whether secular or faith-based, to address the broad economic recovery issues present in their communities, including helping low-income individuals secure and retain employment, earn higher wages, obtain better-quality jobs, and gain greater access to state and Federal benefits and tax credits, including Recovery Act benefits. Nonprofits, Faith-Based, States, Cities, Counties and Tribal organizations may apply for grants. Due date 07/07/2009. NATIONAL Recovery Website This is the White House site for the Stimulus Act. It has information and links to many of the programs, projects and funding possibilities that arise from the Stimulus Act. It includes listings for federal departments with stimulus funding and state recovery websites. This site is also great for following what is happening with the stimulus money. Grants.gov This is the national website for all federal grant opportunities. It includes a special page for Stimulus Act funding by agency. FBO.gov This is the one-stop federal business opportunities and contracting website, which now has a special search engine for stimulus opportunities. The Stimulus Act The actual language of the American Recovery and Reinvestment Act of 2009 (ARRA). Also as a PDF (it's huge!). The National Council of Nonprofits The Council has created an evolving series of Special Reports about our Stimulus Act as it relates to nonprofits that includes information on grants, tips, and other considerations. This site is one of the best we've seen for comprehensive information for nonprofits, see their special reports on the Stimulus package. See also their new webinar on winning federal grants (fee needed). The Center on Budget and Policy The Center has created a recession and recover webpage with many resources such as state-by-state estimates of key provisions affecting low- and moderate-income individuals and more analysis and commentary with charts, videos and helpful documents. Recovery Grant Guide A PDF of funding resources for businesses, nonprofit organizations, and academic institutions developed by David Price, a North Carolina Representative. Americorps New stimulus funding to expand the number of Americorps positions (paid stipends and education/health benefits for volunteer labor for nonprofits), including funding for Seniors (those 55 and older can enroll and give their educational allotment to children, foster or grandchildren), for California. OMB Watch and five other nonprofit organizations have collaborated to form a project called Bailout Watch. The project will research, investigate, and analyze the federal government's bailout activities and publish resources and data for policymakers, the media, and interested citizens. In addition they have joined with 30 other groups to start The Coalition for an Accountable Recovery to promote accountability policies for both government agencies and companies that contract with or benefit from Stimulus spending. Green for All and PolicyLink These organizations have created a Toolkit: Green Recovery for All and A User’s Guide to the 2009 American Recovery and Reinvestment Act Bringing Home the Green Recovery (60 pages). The National Women's Law Center This 4 page report highlights the Stimulus Act programs of particular interest to women and their families.The Center did a separate analysis of Obama's proposed budget for FY09. The National Women's Law Center has also created fact sheets about new and expanded tax credits and unemployment benefits for low income families. They include a new refundable Making Work Pay Credit, an expanded refundable Child Tax Credit, improvements to the Earned Income Tax Credit, the American Opportunity Tax Credit for higher education expenses that is refundable for the first time, and a refundable First-Time Home Buyer Credit. See tax credits and unemployment benefits. Women's Work This is a briefing on Stimulus Act's job training and employment programs funds (4 pages). The website also has job resources. Wider Opportunities for Women (WOW) WOW has created a chart of job and skill development opportunities from the Stimulus Act with suggestions for state and local advocates. The Progressives States Network The Network created a guide for implementing the recovery plan: A Resource Guide for State Legislators and Advocates. Fieldstone Alliance has done a good job of capturing information that relates to nonprofits in the Stimulus Act including: The Stimulus Package in a Nutshell, Funding Available to Nonprofits, and How the Money Will Be Distributed. CALIFORNIA State of California The state has set up a special website, called the California Recovery Portal, for information on spending, funding opportunities, and news. California Senate Majority Caucus has created their own stimulus website. League of California Cities The League has compiled a "City Funding Book" to assist cities in their pursuit of funding. There will be regular updates made available on the website. The California Budget Project This analysis examines the impact of the federal economic recovery package on the state. This 10 page report has created an easy to read chart of the Stimulus Package programs areas, the program description and the fiscal impact in California. California Americorps site (see Americorps above for national information). San Francisco Recovery Site know as RecoverySF.org. The site allows the public to track grants that San Francisco has applied for and won, suggest idea and comments, view official correspondence to and from Washington D.C. on matters related to federal stimulus and keep up to date on upcoming public meetings regarding the Stimulus Act. (Hint for those not in SF check to see if your city or county has established a similar site and if not ask them why not?) P.S.
